2. Official duties

Supervises the development of prospective and current plans for capital construction, reconstruction and expansion of the enterprise, plans for commissioning production fixed assets, space and facilities, housing, utilities and cultural facilities, drawing up applications for building materials and equipment for newly commissioned objects, title lists for construction, ensuring the execution of works provided for in the title lists, reducing the payback period of capital investments. Participates in the preparation of plans for technical re-equipment and improvement of production efficiency, in determining the necessary allocations for construction, designing and purchasing equipment, sources of financing capital investments, contracting organizations for carrying out capital construction works. Takes measures for the timely conclusion of contracts with contractors for design and survey and construction works, with enterprises for the supply of materials and equipment. Controls the fulfillment by the project and construction organizations of contractual obligations, where necessary, the presentation of sanctions provided for by contracts. Provides the issuance of all necessary for the development of design and estimate documentation materials for construction and reconstruction. Coordinates design assignments and prepares them for approval by higher organizations. Organizes the registration of banking operations under the concluded agreements with customers and contracting organizations, the submission to the banking institutions in a timely manner of documentation for the construction of facilities carried out by contracting or business means. Sets the size and form of compensation for additional costs associated with the work in the current production conditions, the order and conditions of the direction of construction and installation organizations of workers of the main production, the transfer of the necessary technological equipment and the provision of various services. Prepares projects for the production of works, the definition of methods and the sequence of their implementation, taking into account specific conditions. Organizes control over the implementation of capital construction plans, the timely issuance of design estimates and technical documentation for construction work, compliance with the established standards for the duration of construction, deadlines for commissioning production facilities and fixed assets, compliance with the requirements of environmental protection legislation, and implementation technical supervision of the timing and quality of construction and other works, for their compliance with the approved site documentation, working drawings, building codes and regulations, state standards and technical specifications, safety standards and industrial hygiene, fire protection, the requirements of the scientific organization of labor. Organizes the delivery and commissioning of objects completed construction. Promotes the introduction of rationalization proposals that reduce the cost and reduce the construction time, payback of capital investments. Ensures the implementation of the brigade contract, the appropriate use of workers employed in subordinate units. Organizes accounting and reporting for capital construction.

3. Qualification requirements

Higher technical education and experience in engineering and management positions for at least five years.
