Practically all leading countries have a well-thought-out strategy for scientific and technological development, which is implemented in practice and is backed by the allocation of substantial financial resources. Such strategies are pursued by the USA, Japan, Germany, the United Kingdom, China, Brazil and India. The main emphasis in these programmes is placed on increasing government investment in R&D in priority sectors, as well as on training qualified scientific and engineering-technical personnel.
Ukraine will not be able to achieve a leading role on the international stage without developing the country's scientific potential. The global financial and economic crisis has set the Ukrainian economy back five years. The fate of Ukraine depends on the fate of Ukrainian science. Having lost its science, Ukraine will cease to be an independent state that retains control over its territory and its natural wealth. Science must therefore be developed, starting even with such work as master's theses.
The preparation of a scientific work is a complex creative process. It is clear that within a single book it is impossible to treat everything with equal thoroughness, and some things inevitably had to be given preference. Accordingly, the main subject matter of this textbook has been predominantly the questions related to the methodology of scientific creativity and work on the manuscript of a scientific work. It is these that have been given the greatest attention.
If the scientific achievements of readers increase even by a few percent with the help of this book, then it may be considered that it has fully accomplished its task, and the labour of its authors has not been in vain.
