The National System of Scientific and Technical Information -
is an organisational and legal structure, by means of which state information policy is formed, and coordination is also carried out of work on the creation, use, storage and dissemination of national resources of scientific and technical information (STI), taking into account the interests of national
security [10].
The National System of Scientific and Technical Information consists
of:
- specialized state enterprises, institutions,
organisations, state bodies of scientific and technical information, scientific and scientific-technical libraries, united by system-wide links and obligations;
- enterprises of any organisational and legal form, based
on private or collective ownership, whose object of activity
is the information support of the national economy and
the citizens of Ukraine.

The main goal of the national system of scientific and technical
information is to satisfy the needs of citizens, legal entities
and the state for scientific and technical information.
The basis of the national network of STI bodies of Ukraine is made up of the state bodies of scientific and technical information [36]:
- the Ukrainian Institute of Scientific, Technical and Economic Information;
- regional centres of scientific and technical and economic information (including the Closed Joint-Stock Company «Kharkiv
Centre for Scientific, Technical and Economic Information» – CJSC Kharkiv TsNTEI);
- the State Scientific and Technical Library – the main library of the country's STI system.
The main body of the scientific and technical information system
of Ukraine is the Ukrainian Institute of Scientific, Technical and Economic Information – UkrINTEI (Fig. 13.7).
The Ukrainian Institute of Scientific, Technical and Economic Information (UkrINTEI) is the lead research
institute of Ukraine on questions of coordinating and providing scientific-methodological
support for the activity of organisations of the National System of Scientific and Technical Information, the state registration of research and development works and dissertations carried out in Ukraine, the National Coordination
Centre for the international exchange of scientific and technical information,
the National Centre in the international reference system INFOTERRA of the UN Environment Programme [29].
The main goal of UkrINTEI's activity is the information, analytical, consultancy and organisational support of scientific,
industrial and economic activity.
The functions of UkrINTEI include:
- coordination and scientific-technical support of the activity
of the national STI system;

- ensuring the cooperation of Ukraine in the interstate exchange of scientific and technical information;
- the dissemination of information on questions of science and technology (Fig.
13.8);
- the registration and state accounting of research and
development works (R&D);
- the registration and state accounting of defended dissertations;
- the formation, maintenance, registration and organisation of the use of information bases and funds, databases on various types of scientific and technical information, results of scientific and technical activity, etc.;
- the publication of abstract information (abstract journals);
- the holding of conferences, seminars and exhibitions;
- the search for information on request;
- the preparation of information and analytical products (forecasts, trends, scientific reports, analytical compilations on questions of
the development of science, technology and production in Ukraine);
- the conducting of forecasting and analytical research;
- the provision of consulting and marketing services;
- the conducting of sociological and marketing research throughout
the whole territory of Ukraine

UkrINTEI operates unique systems of databases
of scientific and technical information:
- the Information Database of Technologies of Ukraine;
- the Database of Research, Development Works and Dissertations of Ukraine;
- the Database «Proposals and Addresses of Scientific Organisations
of Ukraine»;
- the AGRIS/CARIS Database (contains bibliographic information on questions of food and agro-industrial production);
- the Database «Inventions of Ukraine»;
- the Database «Environmental Organisations of Ukraine»;
- the Database «Exhibitions»;
- the Database «Internet Resources of Ukraine»;
- the Database «Laws and Subordinate Legal Acts, Directive Documents in the Field of Education, Science and Scientific and Technical Information»;
- the Database «Scientific and Technical Achievements of Ukraine»;
- the Corporate Bibliographic Database «Consolidated
Electronic Catalogue of the State Information Fund of the STI System»;
- the Corporate Database «Enterprises of Ukraine: Addresses and
Product Nomenclature».
UkrINTEI carries out active work on organising
the transfer of new technologies. Developers and users of new technologies can familiarize themselves with the constantly updated database of new technologies and developments, post information about their own developments,
offer their own partnership or find a partner in the field of scientific and technical activity, obtain additional information about
developments of interest to them, offer themselves as an expert or
find an expert in a particular specialization, receive consulting and marketing services, as well as receive help in searching for sources of project financing. In order to make use of the afore-

mentioned services, you need to fill out the corresponding application and sign an Information Services Agreement with UkrINTEI.

The system of information support of scientific research
includes scientific and technical information, the channels of its dissemination, the means of its search, the bodies responsible for its dissemination, and
also the corresponding normative acts.
The means of searching for scientific and technical information include
bibliographic information and search systems on the Internet.
Bibliographic information is subdivided into current-awareness, abstract and review information. Internet search systems are subdivided into search machines, classifiers and metasearch systems.
The main body of the scientific and technical information system
of Ukraine is the Ukrainian Institute of Scientific, Technical and Economic Information (UkrINTEI). The functions of UkrINTEI include coordinating the activity of the national STI system; disseminating
information on questions of science and technology; registering research and development works and dissertations; maintaining databases in the field of science and technology; organising
