Oktell simply doesn't get along with Windows 7 and Server 2008. For Server 2008R2 it's an outright disaster. However, the reality is that you're forced to move to these systems (for one reason or another - some are happy about Windows 7's better protection against virus attacks, others' licenses don't allow using XP).
So, the problem: Oktell doesn't see the USB phone connected to the computer.
What to check:
a) By default, Windows has the "Turn off this USB device when not in use" option enabled. This option severely harms the stability of Oktell's work with USB phones, so it should be disabled. This is done via "Control Panel --> Power Options --> Edit Power Plan Settings --> Change Advanced Power Settings --> USB Settings -> USB Selective Suspend Setting" and set it to "Disabled".
If you change this in Device Manager - after a reboot the checkbox will be set back to "allow", which we don't want.
b) Check Oktell's access permissions to its folder at C:\Program Files\Oktell\Client - by default the user can't write there, which causes various problems.
c) Finally, set Oktell to launch with administrator rights. Yes, Windows will pop up a dark UAC screen on every startup asking "Are you the one launching Oktell", but this will significantly reduce the number of glitches with the USB phone (if it doesn't at least allow using it at all, since without this the phone is sometimes simply not detected by Oktell from case to case).
d) In Oktell's settings, explicitly specify that specific USB phone devices should be used for audio, rather than the default devices. This is done in the "Phone" menu by clicking the icon showing headphones.
e) In the configuration file
(C:\Program files\Oktell\Client\oktell.ClientStarter.exe.config)
there is a "WAVE_COUNT" parameter. By default it is set to "2"; to improve the situation with the USB phone, you can set this parameter to "4" - stuttering and glitches will decrease.
PS. Unfortunately, this file needs to be opened with Notepad, since Oktell uses Unicode for files for some reason.
