When configuring a Samba share (file server), administrators complain about seeing this warning:
"rlimit_max: rlimit_max (1024) below minimum Windows limit (16384)".
Instead of 1024 it could be 8192 or another value.

Samba recommend ignoring this warning, since their software "makes sure" that the number of simultaneously open files (16384 for Windows) doesn't exceed the value specified in your Linux OS.
P.S. Some people find it helps to add to the file
/etc/security/limits.conf
the line:
* - nofile 16384
after which reboot the machine.
