Social commission, or "public commission", is a social need that is relevant to society as a whole. It may also be the performance of intellectual work, for example in the field of art or culture, taking into account the ideological orientation of the state's official policy. It may also occur contrary to objective laws and social needs. This expression is related to the concept of the state order.
In the USSR, the social commission was expressed as the implementation of a particular state ideology and was part of the ideology of Socialist Realism.
The introduction of this term into general use is associated with the LEF group (Left Front of the Arts). According to Iosif Alvek, Nikolai Aseyev was the first to put forward this concept.
In 1929, the journal Print and Revolution hosted a discussion about the social commission that had a great literary and public resonance. Its participants included F. Gladkov, L. Leonov, B. Pilnyak, I. Selvinsky, A. Karavaeva, and K. Fedin.
In 1934, speaking at the First Congress of Soviet Writers, Maxim Gorky emphasized the importance of literature's educational role. This was reflected in the series of factory sketches "The History of Factories and Plants" launched under his leadership, as well as in the collective work "The White Sea–Baltic Canal" (1934), on which more than thirty Soviet writers, journalists and men of letters collaborated. The book was meant to become a model of "educational prose", to tell of the "re-forging of the human soul", which corresponded to the social commission of the socialist realist era. A social commission is a mechanism for realizing social necessity as a form of reflecting universal law-governed connections — internally stable, recurrent, ensuring the transformation of possibility into actuality and regulating the orientation of educational activity toward solving the most urgent priority social problems.

In the words of Nikolai Berdyaev,
"The religious art of the past was the art of the 'social commission' in the deep, spiritual sense of the word."
Today the concept of the "social commission" may be interpreted differently in different sources. It may be used in the field of education or of psychology.
In the field of education, the public need underlying the social commission may be expressed in various forms.
"On the part of the state, it may be expressed in the need to resolve socially and individually significant issues, such as help for various people facing difficulties (the poor, the disabled, the elderly, refugees, prisoners, victims of violence, homeless children, etc.) and mass social work – with children, families, single people, and various at-risk groups."
Translating this expression into Western languages is difficult
The state order in the Russian Federation — an order for the supply of goods, the performance of work, or the provision of services at the expense of budgetary funds and extra-budgetary funds, aimed at meeting the needs of the Russian Federation, its constituent entities or municipalities in order to carry out necessary functions and powers.
In the narrow sense, it is an offer made by a state customer to a supplier in the cases provided for by law .
In the broad sense, it is the basis for concluding a state contract, a unilateral transaction whereby the customer grants the right to meet public needs through the conclusion of a contract .
