of being drawn into an armed conflict under the terms of casus foederis. A disruption
of the established balance of power between blocs — potential adversaries — generally
leads to a major war (the classic example being the First World War). In such a system,
the governments of individual states are forced to resolve a dilemma, the alternatives of which are:
— independent action by the state in the sphere of security, with all the attendant risks;
— joining one of the military-political blocs and accepting the risk of the state's possible involvement
in an armed conflict, in accordance with obligations undertaken.
4. The collective security system is associated with multilateral mutual
guarantees of states' security, the conclusion of corresponding international treaties and conventions,
and a regime of mandatory compliance by state governments with their obligations. Attempts to create
a universal collective security system were begun with the Covenant of the League of Nations,
signed on June 28, 1919. Its articles provided for three most important elements
of collective security:
1) acceptance by all states of the status quo existing at the time of signing, and their renunciation of
any changes in the future;
2) collective efforts by states to preserve the status quo as a guarantee of peace and stability
in the world;
3) the concepts of "aggressor" and "aggression" were recognized as key, since their unambiguous understanding was meant to
determine the repressive measures of the international community against states of that type and their
actions falling under this definition. The obvious collapse of such attempts in the 1920s—30s
brought about a clear unwillingness on the part of the world's states to adhere to the status quo.
5. The cooperative security system consists in the aspiration of most states of the world toward
cooperation, which their ruling political elites regard as more desirable than confrontation.
This refers to a mode of interaction between states in which their governments adhere to a
modus vivendi, based on individual agreements that, while not defining the principles
of their relationship, establish a climate of trust and make cooperation possible in various
other matters of mutual interest.
