At the same time, state policy in the foreign-policy sphere (Art. 8) is directed (first
of all) toward creating favorable foreign-policy conditions for the progressive
economic and social development of Ukraine
Thus, the foreign-policy component of the national security of Ukraine
is built on the premise that in the contemporary world the power and security of a state are determined not
by the quantity of weapons, but by indicators of economic development, the standard of living of citizens, and
the ability of the country to create for them the most favorable conditions for realizing their capabilities,
the level of education, and achievements in the field of science and culture. The complexity of this process
is explained also by the need to move from a conception of external military threat as
a single factor directed against the security of the country, to an awareness of the multidimensional nature of
possible challenges to security in the contemporary world.
