This circuit takes an input and provides two outputs equal to the input but with opposite phases. The capacitor and the 150 kΩ and 56 kΩ resistors bias the transistor. The base-emitter junction acts as a diode, so the emitter will be a diode drop below the base. The emitter voltage swings with the input voltage, so the current through the emitter resistor swings proportionally. Since the collector resistor has the same current through it, the collector voltage swings by the same amount, but with a phase opposite to the input, because the more current there is, the greater the voltage drop from +20 V.
